As others have noted, it doesn't work. But getting convincing someone who believes it does is nearly impossible.
I had a friend who installed one of those "hydrogen generators" (electrolysis) in his car to inject hydrogen into the fuel when burning. He absolutely swore it worked. Arguing with him to prove it didn't work... didn't convince him. Pointing out basic Newtonian physics and how his so-called "magic system" violated it didn't convince him. He believed it worked.
Of course chances are he DID get better gas milage. But that, no doubt, was because he started driving like he was carrying a car-full of uncrated eggs.
The placebo effect runs strong with stuff like this.
