I have had no problems with the tire swap out at all except for Discount Tire trying to sell me extra warranty.

Since I have owned the RV {Sept2013} The tires were inflated properly I made sure of it. I used to drive a truck so I know the importance of properly inflated tires. The LTX did not show any signs of dryrot or cracking. I had the tires inspected as well by the mechanic I use and a tire shop I trust.
Before September 2013 I cant say how the tires were maintained. The RV for a 2003 looks new But it wasn't driven that often I put more miles on my RV in 8 months than the previous owner put on it in 4 years.
