"Blowout" is the improper term used by non-tire engineers to describe everything from Loss of air Run Low sidewall flex failure to a tread or belt separation.
You are not going to blow out or blow up or explode a tire that is properly loaded and inflated and has not been run over its speed rating or damaged from some external cause such as puncture, cut or impact break.
