Middle ac unit same velocity on high and low fan

I have a 2015 Fleetwood Discovery 40e. My middle AC unit blows very little air from the ceiling vents at high and low speeds; it has the same air velocity. I checked the filters and the coils; they are clean. I suspect it could be a factory mess-up. Has anyone experienced this issue?
