With my HR the motor was moving but the wiper blades were not...the gear inside the arm stripped out ..I had to order new arms and all was well again..Driving home from Alabama in teeming rain with only 1 wiper driver side...not fun...Can you see if the spindle is turning under the wiper arms?...if so, that's your problem...if not, the linkage would be up under the front hood panel..just look up and you should see it..then see where nut is loose or arm is off the drive/linkage..
