I was wondering I am looking at going back to a MH and Winnebago brags about there safety cage, doesn't all of them have to be built to a NHTSA safety standard? and if not why?

Lot of pictures on this site of bluebirds(school bus builder) on their side - rolled upright and went on their way Needed all new glass and maybe totalled but intact and drivable.
Millions of children are delivered, millions of miles a year -in complete safety . No motorhome would ever pass the most rudimentary school bus test.
