I can certainly see the need for the law also.
Too many people are just total slobs that have no respect for their property or the property values and visual appeal of their neighbors. I have no problem with someone parking an RV or trailer in their driveway or side yard but then the next house has 2 abandoned pop ups covered with blue tarps and 3 junk cars. The next with 3 rusted boat trailers and a junk pontoon. The next has 3 rusting trucks and some other stuff covered with blue tarps. And on and on.
Maybe it would be a good compromise if you could get them to allow 1 boat or RV per property. That would help property values but not affect the RV owners.
