You need to work with the City Council. Numbers, be it signatures or people at meetings makes things happen. Reach out to the national organizations as others have mentioned. If Council is adamant on doing something then work with them. Find a middle ground. Were I live we are allowed one properly licensed recreational vehicle visible from the street be it a boat, towable, drivable, trailered ATV and such.
We also have an ordnance restricting living in an RV parked on residential property that is zoned for single family homes or on city streets.
Be nice and do your homework when you day in front of the council comes. Don't point out others such as home owners with 10 cars at one home. Focus on the issue and stay on point.
