ASSUMING his gen exhaust comes out to the edge of the MH and that the board is to keep the vent from blowing off the exhaust... there is air being sucked into the vent pipe. Also assuming it's a plastic vent and it has not caught on fire, there must be air mixing with the exhaust to cool it down to where it's not melting the plastic.
I doubt the neighbor to the left cares if it's called a Genturi or not... it's working.
