I have been dry camping at NASCAR events since 1997 and never have heard of the "requirement" you mention.
I have had neighbors point their exhaust at my RV bedroom and I have gotten up and moved their generator.
It is rare that someone will let them run all night, but that has happened.
I have a Genturi setup and will use it at the Kansas Speedway campground.
The RV parked next to me was very close to my generator exhaust. Maybe he likes the smell of diesel exhaust in the morning! :)
