Not only do you have to torque it down to specs, you also need to torque it in the correct star pattern that is defined in the shop manual.
My gut is telling me that the guy caused his own problem on this one. Either taking it off or putting it on. Hopefully when he took it off he didn't ding the mating surface.
x3 The torque specifications for these bolts are usually in the inch pounds. Something like 15-25 inch pounds I forget. If he doesn't have and employ an inch pound torque wrench then it's obvious he screwed up.
