You may end up with less than the minimum intended additives. For instance, if I went by the specs in my engine, I have a 10 qt oil pan and need to change the oil every 6000 miles. So, if I add 1 qt every 1000 miles, that would mean that at the end of 6000 miles, I would have only changed 6 qts of oil, and not the full 10. This would mean that I was depleting additives faster than I would be replenishing them, so the concentration of additives will be less than the minimum. So even without the consideration of getting rid of the sludge, the concentration additives will be diluted with old oil. Basically I would be running my engine with the concentration of additives equivalent to changing it every 10,000 miles, not 6000, well below the minimum all the time.
