I had the same issue with the heater valve on my Monterey (Chevy chassis). Mine has the vacuum controls and a cable for the heater valve. If yours has a vacuum controller, the most likely problem is a leaking vacuum hose. If you determine that it's the controller, they are similar to the Chevy pickups of that era and you could find one in a junk yard.
