I speak from experience. Water damage is ALWAYS worse than you think. I also agree that at $25K you will have a VERY hard time finding a perfect RV. Since water damage is THE #1 killer of RV's, I recommend a pressurized leak test. Any leaks are not good, but roof leaks are critical to find and assess.
