I have a '02 Newmar. The baggage doors open from bottom and swing up. One of them won't open. It does "unlock" with the key, but nothing happens when I lift the latch. The plunger is not moving. ...

Try pushing in at the lock with some pressure. I use my knee. Take it apart once open and clean and lube with dry lube.
