Yes ATS do go bad. JMO

Here is an update.
Took the entire thing apart.
The delay switch, which is a little part called an electric sequencer, is stuck shut and will not release. Probably welded together internally.
Here are pics of the panel, and the ATS' delay switch stuck in the down position.
FWI, the main relay switch itself is fine and moves. When manually pushing it, the shore line power comes through fine to the output leads. When released, the generator line power comes through.
So, here are some questions.
I will be adding solar in the near future.
Should I update the archaic charger/converter to one of those power dynamic modules, fix the ATS delay, and keep the dist. panel (probably looking at around $230-$250 for the above), OR
should I replace the entire unit to something more modern (distribution panel + converter/charger + ats) which I am not sure of the price, OR
upgrade the converter/charger and use a manual 3 source transfer switch, since I am going to add a 3rd 110v source (coming from the inverter fed from the battery/solar), OR
add a 3 source ATS?
