Most of these signs are posted in residential areas that have a "cut through" street designed for residential traffic. They are usually in response to complaints from residents who live there.
Agreed that these signs are not "usually" meant for RVers per se....but given that RVs are as big/tall/long as trucks, there is no guarantee that you won't wind up like this:

The above almost happened to me once, passed a "no trucks" sign to wind up on a 10'5" bridge clearance....squeaked through with 1/2" to spare and DW spotting from the shoulder....
