Correct. As it was explained to me by the NYSDMV instructor when I took my road test for my "R endorsement", those signs are meant for general commercial traffic. In fact, during my road test, he took me down a street with one of those signs. I had to point it out to him and had to disclaim it as for commercial vehicles except for local delivery (which includes trash pick up). That is here in New York State. Other states might have a slightly different take on the whole thing.
