USUALLY, if in a neighborhood, it means wires, tv cables, etc. aren't up to 14' height. As a Roadway driver I have brought down a 'few' wires.
I have ruined a few peoples TV reception.
I once had a cop detour me down a residential neighborhood street. Man on his front porch watched me dislodge his TV cable. He YELLED...I told him to take it up with the cop at the end of the street. Then call his cable company and inform them that the law requires them to be 13' 9" above any road surface were normal traffic flow is expected.
Those cables stretch, and stretch, then go TWANGGGGGGGGGGGG.
