OCCC, GVWR and GCWR questions on Winnie Minnie 22R

Does the OCCC (in this case 2187) assume full tanks or empty? If the OCCC is 2187 and the GVWR is 11,500 does that mean this MH weighs 9313 pounds? Then, the GCWR shows 13,000/18,500. Why two n...

On second or third thought, the GCWR of 13,000/18,500 MAY mean Total Combined MH and TOW 13,000 with out AUX Braking and 18,500 with the tow having AUX Braking. Just a guess.
