Well the first thing I notice is it has not been run enough over it's 24 years of life. 32 hours in 28 years is not enough to keep the fuel fresh and the varnish out of the Carburetor. First of all you might try priming by pushing and holding down the STOP button on the gen set itself and listen for the clicking of the fuel pump, hold down until the clicking slows down or quits, then try to start. Otherwise it looks like time for professional help. If you get it running, in the future run it with a load at least 1 hour every month to keep it exercised.
