Onan 5000 won't start

First be sure the main fuel tank is at least half full.
Mine says it will operate down to 1/4 tank but it appears that isn't true.

And that doesn't just mean so that it has fuel. There is a safety cutoff that prevents it running when the tank gets too low. I ASSume that is implemented by shutting off the spark.
