As suggested, look at the MSD sheet for SeaFoam; from a weak memory, 3 main ingredients: naptha (white gas), isopropryl alcohol and petroleum distillates (like kerosene).
It's likely that the can it comes in costs them more to produce than the ingredients inside.
And I've been working on engines for about 50 years now.
