Most rv stove top burners don't have an air shutter like ones on water heaters.
Flame is controlled by propane pressure and unobstructed flow
Open the stove top and then remove burner tube(s) and clean it out with a small bottle brush. Clean the burner plate (toothpick thru the slots and toothbrush)
Clean nozzle on manifold with toothbrush...check that nozzle is clear.
