Well, like most paints, there is a certain amount of time that it takes to dry/cure. Lacquer sets up very quickly and some enamels can take 30+ days to fully harden. I am assuming that the epoxy primer that you are using just takes 3 days to cure to the point that it can be sanded in preparation for the top coat. I used epoxy primer on an airplane that I painted and I let it set for a week before doing a quick sand. This was on aluminum which may be different than galvanized steel.
