Had a nasty experience in Pasadena CA. Got a parking ticket that I thought I didn't deserve. So I went to the city's website for their procedure. It stated I had to request an administrative review, which I did, and included all evidence photos. No reply.
Months later I get a letter saying I still owed the fine plus penalties. Again I replied with a letter, a copy of my previous letter, and the photos. Months more went by. No reply.
Eventually the City of Pasadena colluded with the CA DMV, charged me hundreds of dollars total, and I had to pay or not be able to register my car. Never got the administrative review or even an acknowledgement of my letters.
Conclusion: Their procedure is a sham.
