If that is so then swamp coolers do not work anywhere. My (limited) understanding is that they do not work where humidity is high.

Swamp coolers do not work well in the desert, extreme heat and very low humidity and you get instant evaporation.
We had a swamp coolers here In Southern New Mexico from 1985 to 2010. Any temp or 100 and your are hot, any humidity over 40% outside and your get into the car and go for a drive or head to the mall. Remember swamp coolers put humidity into the home, 40% plus. They are not cheap to run either. If outside temp is 100, your inside temp is going to be right at 80. At the 115 degree mention then you will be 85 plus inside. A good unit here MasterCool, runs around $1000 to purchase. So my suggest would be stay with the ACs. Cheaper units do not work as well. Also, you must vent the RV. What every amount of air by volume put into the RV , that amount must be vent out or it does not work.
