Not exactly true. Being a employee of many specific orgainzations, including private corporations, including the American Red Cross, qualifies you. Almost any government affiliation qualifies you. And just being a veteran qualifies you. They are all listed on the Pen Fed web site.
If you have no affiliation or association, you can also become a member of the National Military Family Association or Voices for America's Troops and that makes you eligible for PenFed membership. It cost $20 to join Members of the National Military Family Assn, and $15 to join Voice for America's Troops. You do not have to retain membership in those organizations to stay a member of Pen-Fed. But the non-refundable dues to join either association and thus become a PenFed member doesn’t guarantee you will be approved for any requested PenFed account, loan, or service.
