That looks bad. Really bad...
Whatever vehicles you towed all 4-down wouldn't cause this as there is no tongue weight to speak of.
It looks like something with a LOT of tongue weight was pulled without weight distribution and the fulcrum force really ripped that C-channel frame out of shape.
I wouldn't tow anything with it until a good frame shop straightens that part of the frame and significant bracing is welded into place.
