It's pretty obvious someone pulled a trailer with a lot more tongue weight than the 500 lbs his hitch is rated to tow. That does not make it a manufacturer defect and boxing in the end of the extension would have stopped it from bending when overloaded.
The OP may want to get into a pissing contest with the dealer on who is responsible for fixing it...lawyers probably required since it's more than something he can fix his self. If the angle down of the receiver bothered me enough I would jack on the hitch until straight and then weld plates on the end of the rails boxing them in...a hour job.
If the angle of the receiver is OK then I would just box In the rails and go camping.
Its not advisable to weld on the rails except at the ends and adding 4+' of metal is overkill when 8" on the ends of the rails solves the problem...if there really is a problem IF it had not been grossly overloaded.
