Just a guess but it might not be the jack controller, look on the back of the parking brake valve ASM for a pressure switch, and ensure that the wire there has not come unhooked, then use a OHM meter to test the pressure switch to ensure that it's operating properly and sending the signal to the jack controller, and do a voltage check to ensure the switch is receiving power.
The park brake uses a ground to the control panel to indicate the brake park is on. I have checked and the ground is present.
Just another thought, if the dump valve is stuck open, would that cause the blinking "engage park brake?"
