It sounds like you have a dome antenna. If so, that on/off switch has nothing to do with the tiny green light found on a small wall plate with a slide switch on push button. That's for your OTA TV antenna and has nothing to do with satellite.
If you do have a dome then there should be power there but the light often burns out so you cannot use the switch as a power indicator. If you have remove the panel and verified there is no power coming to the switch the best thing to do is follow the wires from that switch to some other 12V wire connection. Many folks use the Winegard OTA TV power supply (the one I mentioned with the tiny green light) and tap that wiring to power the dome. However, there are many power options so you will need to do a bit of wire tracing and then find out if a connection is disconnected of a separate circuit has blown a fuse.
