Mine is also an '04 Freightliner XC Chassis. I had a similar problem (very rapid turn signal flashing, but no bad bulbs). What I discovered is that all of the lighting is controlled by the "Headlight Control Module". It is a black box on the floor/firewall under the steering column. It has two multiwire plugs in it. Once found it's easy to replace, bad news is that it's about a $400 item from Freightliner.
