Neither of those state ANY requirements for re-certification/re-qualifying of DOT Cylinders OR ASME Tanks.
First link gives definition, states its unlawful to endanger life/property, that the ACT is in conformity with standards/rules of NFPA and sets penalties.
Second link is dealing with propane vendors and their requirements to own, operate, filling of LP containers.
DOT Cylinders (20, 30, 40 pound cylinders---trailers) do have a 12 year requirement
ASME Tanks (mounted in motorhomes) do not.......The ASME does require a tank be removed from service IF excessive denting, bulging, gouging, or corrosion is evident OR if tank has been subjected to a fire.
Otherwise......clean off surface rust and repaint
