When the 'bleeder' valve starts spewing liquid propane (not just vapor) then tank is as FULL as it should be (80% of total capacity)
Bleeder valve is connected to a tube that goes into tank and is set at the 80% level.
Gauge on tank is probably calibrated for tanks full capacity
Gauge inside may be calibrated to read full at the 80% as that is FULL for normal usage
