I've heard of that, but I don't think it covers a board only enforcing the rules against certain homeowners. That's the biggest issue I see in this situation - homeowners are complaining, not because the rules are being violated, but because they don't care for a particular person.
I'm of the "you can't have it both ways" attitude. If I don't follow the rules (no matter my justification), then I can't expect others to follow the rules. If I expect others to follow the rules, then I need to follow the rules also.
