If I remember, I have read somewhere that all you have to do is dig a hole and empty the waste, like in the national forest. BUT probably not everywhere and if everyone does it in Quartz, I wonder how the site will smell like after a while.
We do that up northern Canada when boondocking in the woods and never heard you could not do it, you are even allowed to have outhouse, if you dig a hole. What about all the people with a tent, they drop everything on the ground.
