I have repaired a couple of the dual pane windows of my motorhome.
the first one I did was a crank out window in the bedroom. It was the easiest to remove. After I removed it I cut apart the two panes and used an orbital polisher and compound to remove the etching then replaced the seal and sealed with urethane.
Drilling holes might remove the moisture but the etching will have to be removed to make it look like new.
