I'm a retired electrician & I have seen this problem many times. Like the posters before me have said, I'm going to bet there is a GFCI someplace. But, there could also be a problem with one of the two outlets that aren't working. Heaters draw a lot of power and it's possible that one of the outlets went bad from the heavy current draw.
