Pure and simple, you are being ripped off. I have lived in Ca. for 40 years and have had smog tests on everything from a VW to class C v10 engine. Never, repeat, never have I had some smog tester try to push a gas cap on me.
BTW, I never do anything special to pass. Just drive the vehicle in and test, some of my vehicles (trucks, cars and class C) had over 100,000 miles, one had 300,000 miles.
It is a simple crooked way to extort $ from you.
