You're reasoning is a bit off. Let's look at this logically. You buy 6 tires for your coach. Now, you have no idea how much, if any, weight is gonna be needed, on any one of those tires. And, you have no idea, which two are going to be place on the front, correct? But, the shop tech, pics two, ANY TWO. And, he mounts them on the wheels and then takes them over to the balancer. He balances both tires and puts a fair amount of weight on each one of them.
Now, what if he'd picked two of the remaining four? Guess what, I'd bet dollars to donuts that those TOO would need balancing. So, as has been stated, you need to balance ALL the tires because, they ALL need it. Just because you're not sitting right on top of the duals, doesn't mean that they're running smooth.
