Yes, that is normal. A wind gust can blow out the burner but most of the time it is a wind hitting the side of the RV, when the burner goes out the board will try and re light it but if the wind is too strong it may not re light thus the fault. Another thing that may also cause this is a large amount of oil in the line, settling in a low spot in the line stopping the flow of propane.
