I think the lesson is to never make an offer or deposit on anything until you've inspected it thourouhly. It's unfortunate that there are people who will take advantage of those who put there trust in them.
I personally will be very surprised if he ever sends a portion of your deposit back.
On your next attempt I would make a pre inspection list of system functions that should be tested in your presence to assure that everything works as it should. A cheap RV with issues can cost way more to repair than it will ever be worth.
Here are a few: Check all tires date codes to determine the age, tread means nothing. Any tire over 5yrs is suspect for failure. The date code is usually after the D.O.T #,Tires cost a fortune!
Always do a thourough inspection of the roof, have someone walk it.
Check inside for stains and soft spots around windows and ceiling that indicate water leaks.
Hook up a water hose and run all the faucets.
Check that propane is on and heater, fridge, stove, A/C etc.work.
You get the idea!
You cant expect to buy an older RV that dont have a few issues, but at least if you locate them you can determine how much you may need to invest before purchasing.
