This is the class of people we call honest crooks. They are sneaky snakes. If they think they can hustle money or pick up something and not get caught they will. Not much the police can do. They'll shoo them off if they catch them. Think about it. Just what law have I broken if I walk up to a stranger and talk to them? So this stranger, most liiely on a trip, calls the police that he is being harrased and wants the bum arrested. That stranger has to come back and testify. The bum, if convicted, will spend a couple days in jail and get a free meal, then back hustling. Plus, when they see that CHP black & white pull in they will disappear into the wood work. When he leaves they'll be back hustling. It is a good paying tax free way of making money when there are so many gullible people.
