I wouldn't agree with that. I did a TT rebuild last summer and only replaced what was rotten. I was deep enough in to it if I thought it needed another sheet of decking I would have done it. It wasn't about time, it wasn't about cost - it simply didn't need it. And if you'd like to come and check it out I'd promise you you wouldn't be able to tell what was replaced and what wasn't.
To the OP, if there is no rot the $2K sounds about right. The TT is a 33'er, so about 30' of roof material. I bought mine off ebay for $300, and around another $60 in tape and glue, and another $60 in decking. I did the job myself and the trim work is whats time consuming. I was able to glue the roof down in about 3-4 hours.
They also have new glues out now where you can simply glue a new sheet of EPDM over your existing sheet, assuming the decking is all good. I stripped mine and started fresh, where needed.
