We've volunteered in campgrounds for 16 years. We've never been in a campground where 'quiet hours' applies to coming or going of vehicles.
However, diesels do not have to idle to 'warm up'. By the time you drive out of the campground it's warmed up.
During our volunteering we listened to more trucks idling than motorhomes.
