In heavy city traffic it's not uncommon for some one trying to make an exit to cut in front of you at the last second, and then slam on their brakes. If the rear ending vehicle can prove that's what happened, they stand an excellent chance of not being held liable.
Here's a video clip of a close call while I was in my regular car. Lady made an illegal lane change and I had to get on the brakes pretty hard to avoid hitting her. Nothing happened, but if it had I believe I would not have been held responsible.

What you have pointed out is one of my fears or the insurance scams I believe they call "duck and dodge" and one where they backup into you at a red light or stop sigh. However in this case I see no scams or the MH being "cutoff". From pictures shown I see no blind curve. Don't know how long lane was blocked and tow truck had been on the site but everyone else prior managed to get around the scene. Have no idea of what actually happened, but MH appears to be at fault. You don't drive between emergency vehicles. No matter why lives have been changed for ever and we can only hope lessons for future similar situations will be learned.
