The lake was formed by accident and is doomed to continue to shrink in size. It is a terminal lake in the desert, so it gets hot and lots of algae blooms which account for a lot of the smell. Much of the early development when the lake was much larger and cleaner is now far from shore. It is kind of a ghost town of a lake resort.
