The problem is they can't just let it dry up or the dust storms that would be created would affect a population of about 3/4 million people. And that dust would consist of yummy things like pesticides and heavy metal. They (we) have to keep it wet.
I have read about that issue. Maybe a better idea is to use the money to start depositing one of the nearby mountains in the hole. If money is going to be spent why put it into a dead hole forever. Fill it in and make more crop land or recreational areas. Fill the New River to the border also. Easy low tech work compared to building bridges, space craft and skyscrapers. Put a fleet of Komatsu driverless trucks to work 24/7.
If they want water in it build a pipeline from the Pacific and force the trash in the New River back to Mexico. Water skiing and less pollution. Win win
