This is how we do it. If you're seated, put a belt on. If you need to get up to use the rest room or grab a bite to eat, ask the captain. Do what you have to do and sit back down and buckle up. Really no reason not to. The only exception is when DW or my son might lay down in bed to nap or watch a movie. I am not recommending this to anyone, but I feel it's safe enough if conditions are favorable. I have required them to move from the bed and sit down and buckle up in bad weather or traffic. I am the captain, I control the seat belt sign. (Actually was thinking about actually hooking up a lighted seat belt sign just for kicks).
In the " for what it's worth" category, we used to own an RV rental company. Per the insurance company, the maximum occupants is equivalent to the number of factory installed seat belts. Further, all occupants were required to wear a belt at all times. The insurance would deny any claim to personal injury if an occupant was not belted. I'm not implying that's a law, but that was the insurance requirement.
